Can a mother take a child out of the country without permission of the father?

my sons ex-girlfriend is going to take his daughter to the dominican republic with out his consent and he is paying child support but he still has to pay for a package for the visitation can she take this child out of this country and what can he do to stop her? please need help ... thank you
