I want to petition for my mother who lives in The Dominican Republic?

I also want to do the same for my aunt do you think I could do that? Do you think I have the same blood as her? Also how long could it take and how much will it cost ANY answer matters and PLEASE don't call me an idiot. PS: I am an American citizen.
