Who is this phone number?

I just got a call from "011". That's literally the whole number. If you could, check my recent received calls and I'd prove it to you. When I picked up, there was no one there, so I hung up. 011 is supposedly the country exit code from the Dominican Republic. But there are no other numbers. Just 011. Who is it?
